Perhaps Abbas should array his vast army against the terrorists? Perhaps he should deploy the great wealth of the Palestinian Authority? Perhaps he should use the latest technology from his top global corporations? It is not the lack of any of these things that stop Abbas. He has an army, he has weapons, and more for the asking if he shows serious intent. What stops him is the power that the terrorists have amassed to themselves in the culture of violence and incitement that Arafat fostered. Don't forget that most of the terrorists are actually on the PA payroll. Hamas and the other independents are a minority.
