Smoking is an addiction and it should be treated as an addiction.

Expand this to any substance of abuse. Decriminalize it all. Treat it all. Cheaper than prison, especially when the addicts keep their jobs and continue to pay taxes and raise their families. All high-risk jobs (bus, train, airplane) should have specific performance tests. If you're impaired because of lack of sleep, that's as bad as if you've been drinking or smoking pot. Passengers are just as dead, either way.
