Why do you get insulted from that simple statement? You have acknowledged that your investment strategy focuses around peak oil and energy.

What you failed to read in my original statement is "equal value". LA as a whole or his old neighborhood can fall in value for numerous reasons, not just a severe prolonged oil shock. Maybe an earth quake or a rise in crime or business conditions deteriorate, jobs disappear and people start letting their houses and neighborhoods deteriorate. He can move back and buy a house of lessor value cheaper but I doubt he will be able to get a house of comparable value at a lower price than where he got out.
