DJ, I don't think so. This revelation by NK gets punished. Khan is under house arrest and Musharref forbade the US from intereviewing him and said so directly to Bush on his last visit. Without interviewing him you can't be sure of his involvement. China's is a certainty. Before China was likely Libya, then Khan before that, but the easiest association is with China, and it will be the one to focus on. If you want to sue someone you don't file a thousand different complaints. That dilutes your strongest argument. Our strongest 'argument' is with China. Forget Khan (for now) David

I suspect the problem in China/North Korea/South Korea/Taiwan/Japan is that South Korea has got LOTS of CDMA and the others are jealous. The South Koreans are whining because they have to pay a small royalty [5% or so] to QUALCOMM. They are also whining because China has only 2% royalty to pay for sales inside China. Japan is using W-CDMA which isn't available in South Korea so they are speaking a different language. Taiwan has got not much CDMA at all. If we can just get them all using CDMA, with multimode devices so they can use the same spectral language, then they'll all live happily ever after [or until H5N1 gets on the loose, whichever comes first].
