Yes, but where does the uncertainty come from? If I was 60 years old and invested 100% in stocks, I'd be uncertain as hell too. However, if I was invested 25% in money market funds, 45% in bonds and 30% in stock, I'd be very comfortable that no crazy swings in stocks would wreak havoc in my portfolio just as I was about to retire. This is why Sweden's plan was screwed up in its execution.

In a U.S. plan, all we have to do is ensure that people invest in lifecycle funds and we can avoid much of the risk of people's lack of investing skills. BTW, I have my kids 529 funds and my own retirement invested in target dated lifecycle funds for the same reason. Takes the guesswork out of things and protects me and my kids from ourselves.
