I don't know if he meant that exactly or not. He didn't elaborate.

The principle here, though, is that the low hanging fruit is always cheapest to pick. The closer you get to 100 percent, the dramatically dearer the cost. Think of it in terms of that checkbook balancing that we were recently discussing. How much effort do you want to spend to get that last cherry way up at the tippy top?
