I agree Pualj! The person making 500K should get even more than the .25% you cited for the 40K person. 1.250 dollars still wouldn't make for much spending for the 500K guy. He should get 1% or better to display the same spending % of the 40K guy with a .25% windfall.

The impact on the economy from tax changes depends on the taxpayer's propensity to consume. A $100 tax cut to someone who earns $500000 per year has a smaller positive impact on the growth of the economy than a $100 tax cut for someone who earns $40000.
