Would 'Fed liquid assets' be impacted by repatriations of Eurodollars?

The two other Fed charts I posted showed increasing liquidity, this one is decreasing. Any idea why the difference?

ALSO: I asked the General about his assertion that Japan is not sterilizing their debt. I suggested that Japan was not sterilizing last year:
