You do have to account for the increased administrative costs as well. And the limited options that will be offered under the President's plan will be fairly low-risk, so will have returns commensurate with the low risk. In other words, not necessarily that great.

Also, the return on Social Security contributions is entirely dependent on one's life span. People with longer life spans and with higher income tend to get quite a good return.
