There MAY be a reduction in costs for things like open heart surgery. But do you really want to get use the medicare prescription bill as an example of something that will save money?

This is the bill that prevents Medicare from negotiating with drug companies to get better prices for drugs, something which every other group is free to do. That's hardly a design that will cut costs for the government.
