Ottawa and Hull are really nice. Great place to go with kids. The Rideau is fun to skate on. The kids really love the Civilization Museum. Here is a fantastic place to stay on a X-country ski and spa package:

If I had to live in a city out east, I would chose Quebec City first and Ottawa-Hull second.
