How do you know this: "It would reduce the use of oil by increasing it's cost... but a matching decrease in payroll or income taxes would more then offset the negative effects on economic growth, as our economy is much less sensitive to pricing changes in oil then it previously was." FACT: the US economy has become significantly less sensitive to pricing changes in petroleum since the 1970s, because of advances in technology that have greatly increased the over-all energy efficiency of our economy... decreasing the energy inputs that are required for a given unit of GNP increase.
