Really? Read your statement carefully.

It is having an impact weather small or large it is working.

It probably is having an impact but it isn't 100% certain. Also "small or large" is an important point. There are perhaps millions of things you could do that could have a small impact. There is no need to make an issue over a small impact.

Why is America STILL not on board?

Again begging the question. The sum of your argument amounts to - Canada has larger warning labels than the US. Smoking has decreased in Canada. Therefore the US should impose requirements for similar larger warning labels and anyone who opposes the action should not be taken seriously because they are either lobbyists or they "sound just like a lobbyist". Your attempts to support your argument amount to piling more data to show that smoking did go down in Canada. But the problem is not lack of data to support your premises, its that your premises are not enough to support your conclusions. I accept your premises as true. There is no need for data to support them. But even if we grant that your premises are true we don't logically arrive at your conclusions.

BTW - Smoking has gone down in both countries.
