Talking about Bush legacies, let look at another issue that should give some insight into what he wants to do for the country. Back in the 1800s, the state of Texas established a fund for the UT system called PUF(permanent university fund). The base of PUF was some land that was deeded to the system, and they struck oil on it. So there is a several billion dollar pool of money that is invested in various things and the profits are used to fund the UT system. However, when Dubya became governor, the way the system was being handled just struck him as wrong. Why should the state be managing those funds when he had friends who were perfectly capable of doing the same thing? So UTIMCO was founded on the principles of cronyism and operating in almost complete secrecy with no accountability... If his attempts at self-actualization of Social Security falls through, look for something like this to be set up to "manage the Trust Fund more efficiently"... Its Bush's lack of commitment to our institutions, both democratic and non democratic, that has me worried. The story about UT just turned my fear factor up to Level Orange. ted
