Smoking went down a lot more then 3-5% in America. "In Canada its mind 20's%" is an unclear statement. You mean it went down by something in the neighborhood of 25%, or that its at 25%?

If Canada's smoking dropped 5+ times faster in a specific time period I doubt that it is all or even mostly due to the relative size of the warning labels. There are an uncountable number of possible factors. The size of the warning label is but one. If anyone sounds like a lobbyist now it is you, ignoring all factors but the one that supports the argument you want to make.

The point is that Clinton was trying to pass reforms on Tobacco.

The point of what? It seems more like part of something you would use to make your point rather than your actual point but its hard to tell as you don't really develop it in to anything.
