After the talk yesterday I defined the problem for him as "how do we get from the Baghdad Airport to the World Bank and IMF being able to come in without being killed?" He agreed.

But said that we will come up with the solution if we have the will to do so.

I can't help but think back to the days when the Brits managed India and so forth. They came up with the will for two reasons -- money, and religious duty to Christianize the heathen savages (the White Man's Burden.)

I don't think that's what Barnett has in mind.

He did explain why he doesn't like calling what we have "an Empire" -- it's because empires are authoritarian and Americans are not authoritarian.

OK, fine, but still we're the hegemon, and half the ROW wants us to help them and the other half wants us to fail so they can laugh at us. Well, some want both.
