When things don't work in a so called communist nation like Russia, they are shut down point blank, or endangered through reduced funding. Again you get it backwards. If the system is capitalism and things don't work (in the sense that they can't attract demand at a price that will make a profit) they are shut down or changed. But under communism enormous amounts of resources would be poured in to various industries or services often producing little or no positive effect. Tim
