Yes the transitional costs. The "transitional costs" aren't additional costs. Since you would have to spend the "cash flow" you get the debt. At the same time you remove the obligation that isn't considered debt and that isn't on the books. The transitional costs are the additional debt. There isn't the debt plus some other transitional costs.
