If the member nations of the U.N. agree to share the cost, WHO can easily contract with anyone they like to produce a vaccine.

But I have no idea how likely it is that a killed virus vaccine would work. The HIV killed virus vaccine failed completely.

Prior to his death in 2000, one of my professors at U.C. Berkeley, Carlo M. Cipolla, had been the head of Plague Control for WHO. At that time any new disease discovered by a WHO Health Station or member nation of WHO was supposed to send a sample to CDC in Atlanta for identification. While quarantine strategies remain a WHO responsibility, the responsibility for a treatment strategy is not clearly defined.
