Without adequate funding, U.S. universities will have a harder time attracting foreign students and encouraging Americans to pursue careers in science and engineering, they said.

Add to that the current H1B visa situation. Most of the foreign highly qualified students with a B.Sc. from China or elsewhere used to complete their studies with a Master or a Ph.D. in the US in order to get a job and stay here. Practically no H1B outlook makes they stay home. Same for the L1 situation which definitely is aimed at promoting the slogan "US jobs for US citizens".
Beefing up our educational system to handle that is like starting now on saving fuel a big way: Relief may lie ahead after 5-10 years of serious annual investments...

It is just so much easier to import and I see nothing wrong in filling positions with qualified immigrants educated at the tax payers costs in more liberal countries. A pretty good deal actually.
Or running a system of de facto controlled illegal immigration to do the job others don't want to do.
