That is one interpretation but remember Cheney didn't change anything. He merely emphasised that the standing orders which were given by the president still stood.

Clearly, if Cheney had given a new instruction then the significance would have been entirely different. It would have meant either Cheney had usurped the authority of the president or else the president had formally transferred his authority to Cheney. In the event, the transfer would have happened before he went to Florida and one would then be entitled to ask why he had done that? This begs the question, what did W know that caused him to transfer his presidential power to the VP?
