Have you heard anything to the contrary?" << Clearly, if Cheney had given a new instruction then the significance would have been entirely different. It would have meant either Cheney had usurped the authority of the president or else the president had formally transferred his authority to Cheney. In the event, the transfer would have happened before he went to Florida and one would then be entitled to ask why he had done that? This begs the question, what did W know that caused him to transfer his presidential power to the VP?
