I support those two suggestions too, not that what I said counts for anything<g>

Although I think it is much easier said than done, since the Chinese politics, just like what in the US, is now full of dif. interest groups. The high decision making body (the Political Bureau) has the representatives from most of them, so it is not easy to make a decision. For example, for so many years, domestic industries have complained about having to pay twice as high tax than JV or foreign companies, the policy still remains the same, because those big foreign companies have their representatives in the decision-making bodies, which is Commerce Ministry of China.
