Greenspan was referring to the aggregate effect on the NATIONAL SAVINGS rate....

"Most of money goes out as money to current recipients."

True. And who says that it would be any different under the 'reform' plans that have been put out so far? Since they propose BORROWING the entire transition cost (adding to the public debt, reducing the 'savings' transfer dollar for dollar), and continuing to enable the deficit-financed era of Big Government.
