I'm really not sure. But, the words "mission accomplished" imply finality or being "over". In any case, Bush's critics missed the mark in this case. The overall mission was accomplished: massive increases in military spending, a submissive public, license to go on the attack against any nations deemed terrorist threats, etc. Mission Accomplished!
