Congress gave Bush a blank check, but they never actually declared war on Iraq as is clearly stipulated in our Constitution how the nation is suppossed to go to war. We did so against Japan and Germany in 1941 to enter WW2. If there's any clearer indication that the current U.S. government is operating out of bounds of the Constitution, I don't know of it.
