Teachers are remunerated in most public schools based on a salary schedule. Teaching ability is not a factor. They are paid based on the negotiated starting salary with an annual increase based on the number of years. They are also paid based on their education beyond Bachelor's degree. Here is a hypothetical schedule with 4% going across and 2% annual increase.

If you increase the starting pay, you just increase the pay for everyone regardless of ability. Generally school districts recognise some or all years of experience at other districts.

A better approach would be to get a third party to offer a starting bonus. Teachers are unionized, and attempts to treat them fairly become flash points of disagreement. The ones with years fight to protect their position.
