Taking the discretion away from states makes it a non-starter for me.

It might be interesting to know what process states go through to restore voting rights. But not interesting enough for me to research... <g>

but to not allow someone to ever vote again for a minor non-violent felony when they are 18 strikes me as wrong.

I don't see that. Why is it more wrong than making someone spend ten years in jail? If it's the established punishment for felonies, then it just is. There's nothing cruel or unusual about it.
