Surprise Ten, Ted an I are not in charge. Rally against the system if you like, but its not Ted/John or conservative/liberal, it's everybody.

No, it means it takes a change of the law, a bill that gets approved by Congress. A higher degree of analysis.

Is that right or wrong? Do you think veterans benefits should be a political football ever year. Social Security? Government workers pensions?

Should your employee compensation and benefits be a toss up every year, dependant on the whims of management and stock holders?

"Mandatory" can be changed, of course. So get past the word and deal with the real issues.
