It appears Ohio has codified a minimum.

Here is one from North Carolina.

Our school district has a higher starting salary, more years than the ohio minimum and more steps that either. At my children's school there are two teachers just hiired last year. The rest of the staff has been there over 10 years. My kids had a kindergarten teacher with over 30 years experience who is great. Despite not advancing her education, hse makes a very good wage. (It is a matter of public record.)

Some districts do hire temporary teachers and turn them over every year or two to keep the wages down. Ibelieve that it is the exception rather than the rule.
