UF,

The shape of the bill isn't like a Muscovy --Muscovy almost have
more of a beak and with enough of a point on the tip that they
can give you a bit of a snip if they feel so inclined.
That duck's bill is actually more like a Peking or one of
the domestic breeds like the Cayuga. Mallards don't have
black legs or bills, nor do most other wild breeds that I'm
aware of out this way. It really looks like a domestic duck
to me. Was it fairly small? It looks adult. If it was small
it's probably what people up here refer to as a "Call duck".
A sort of bantam or small sized variation of any number of
domestic breeds. I think the all black ones may be called
East India call ducks. I used to go to a lot of bird auctions
and have seen similar bantam and standard sized ducks with
that kind of bill and pigmentation. Just can't recall what
they were. If the duck is living in a park-like setting and
not living like a wild duck, then I'd say it's pretty for sure
that it is some domestic breed, of which there are quite a number.
