They thought they would not have to participate in the election and would still have a voice in the government? That would not work in the US, but it might work with people who do not recognize a done deal.

The structure of the voting in Iraq gives them power. The three Sunni provinces have to pass the constitution for it to go into force. If they fail to pass it, the government will continue, but it won't be final.

Gathering in a central Baghdad hotel, about 70 tribal leaders from the provinces of Baghdad, Kirkuk, Salaheddin, Diyala, Anbar and Nineveh, tried to devise a strategy for participation in a future government. There was an air of desperation in some quarters of the smoke-filled conference room.

"When we said that we are not going to take part, that didn't mean that we are not going to take part in the political process. We have to take part in the political process and draft the new constitution," said Adnan al-Duleimi, the head of Sunni Endowments in Baghdad


This is a good thing. It is the start of the end of the fighting. Once the tribal leaders get on board, they will put a stop to their tribes participating in the insurrection. They will then turn on the Islamists and foreign fighters. There will still be some hard core Bathists and Islamists that need taken out, but they will be find it hard to hide once the Sunni Sheikhs are on board. I am not talking overnight, but this is the beginning of the end. The Sheikhs need to be coopted into the system ASAP.
