"Giving workers the freedom to pursue greater returns through stock investing than the Social Security trust fund earns now is central to the president's proposal. The administration emphasizes that the accounts would be voluntary and that participants would be offered a range of options, including safer government bonds as well as stocks."

Giving workers the choice of making investment decision's is the folly in Bush's plan IMHO... as most here know how difficult investing can be at times, if your market timing is off you could suffer with reduced pension. One alternative model would be the Canada Pension Plan, one part, of Canadian retirement plan, the other two being personal choice to invest in Registered Retirement Savings Plan (RRSP) and government funded Old Age Security plan and supplement starting at age 65.

""27. How has the Canada Pension Plan investment policy changed?
A Canada Pension Plan Investment Board has been formed and operates at arm's length from the federal and provincial governments. The Board uses qualified professionals to invest Canada Pension Plan funds in financial markets. The Board broadly follows the same investment rules as other pension plans.

It is accountable to the public and will report its investment results regularly.""

The CPP Investment Board administers a " Reserve Fund " equal to five years of benefits of CPP.The contribution rate is up to 9.9 percent of earnings.

<<Does it make sense to use stock investing as a way to finance retirement security?>>

Answer is, 'no, not unless the company pays out a healthy dividend relative to risk, else just funding managers' outrageous compensation and staff's ridiculous lifestyles'

the analogy is buying California rental real estate, simply providing housing to folks who do not pay a healthy return on capital, and hoping the next speculator will buy the rental units at a higher price, ad infinitum.
