No, it's Bush bowing to Karl Rove's authority. Pushing the anti-gay amendment helped Bush get elected. Notice now that Bush has backed off completely on the push for an amendment. Prior to the election he mentioned it dozens of times.

It's clear who Bush bows to. And it's clear who he kicks too. While most anti-gay marriage folks felt that the DOMA was clear, and that the issue was a states rights issue, Bush pushed for the amendment. Kerry is not for gay marriage either, so Bush had to get to the right of Kerry on that issue.

Hence the hyperbole on the amendment.
