Hey, GST, the 90s weren't that long ago, too soon to suffer from amnesia! Remember the Atlantic cover showing Clinton as a lion-tamer trying to tame the Economy lion, except that the lion was so huge its paw was bigger than Clinton? There is a limit to what any president can do about the economy. The best you can say about Clinton was that didn't screw things up too royally, but then, after 1994, he didn't really have the chance.
