OK. The fact is that they WILL try to punish through taxes. And that makes gov't revenues more heavily dependent on undesirable habits in the people. And gives gov't an interest in promoting those habits. We can see that happening right now with respect to gambling in CA.

I think an argument could be made that no taxes at all on undesirable habits is preferable to that.
