China Issues New Mobile Phone Rules

China is seeking to standardize the process for approving investment in mobile phone equipment manufacturing, with new rules that stipulate capital requirements among other criteria, state media reported Monday.

Companies that plan to make switching equipment, base station equipment and mobile phones in China must now receive approval from the nation's top planning agency - the National Development and Reform Commission - which will oversee the rules, the agency said.

Previously, China's Ministry of Information Industry approved mobile phone production. Overseas firms may find it easier to get licenses from the planning agency, while domestic manufacturers may find the new criteria harder to meet, analysts told Dow Jones Newswires.

Under the planning agency's rules, firms applying to make mobile phones or mobile terminal products must have registered capital of at least 200 million yuan (US$24 million; euro20 million). Applicants seeking to make wireless telecommunications system equipment must have at least 300 million yuan (US$36 million; euro30 million) in registered capital.
