Dont think low interest rates could have done the job by themselves, thats the difference in view between us. Bush put a hell of a lot of cash into the hands of all americans. Remember the two rebate checks? Interest rates made housing more affordable. Cash in hand made the purchase of new refrigerators, furniture, computers more affordable.
Also the spending is stimulative in a keynsian sense, even the military component although not as much if i remember my eco 101 accurately. I will continue to repeat this mantra when asked because it is a core belief of mine. I am not an economist however and i know its very hard to quantify. mike
