The Office of Comptroller of the Currency (OCC) is a regulatory agency for national banks.

Prior to the Gramm-Leach-Bliley Act of 1999, the OCC was often a political opponent of the Fed.

After Gramm-Leach-Bliley, OCC, Office of Thrift Services (OTS) and FDIC all fall under the Fed.

There is a good description of the political battles between the Fed and OCC over the G-L-B act in Martin Mayer's book "The Fed".

My understanding of Mayer's POV is that having the OCC report to the Fed has allowed banks to escape more stringent audits.
