There is a large wind farm near where I live. I'm supposed to be able to specify them as my source of power (don't know the actual date for this or cost, which I assume will be at a premium). Power monitors and some computers track production and use, even though there is a connected grid with many users and producers.

Nuke power should be handled the same way. Each consumer's use of nuke power is logged, and a potential longterm liability for cleanup should be incurred. If people are concerned with the risk of this "unfunded liability", they won't buy the power. End of problem.
