When it starts drawing down the bonds the treasury will have to pay them back. To pay them back they need money from non SS taxes.

Yeah ? And? The fed gov borrowed that money and is obligated to pay it back.

Bush has the cart before the horse. One the one hand he is panicking the nation into a doomsday scenario which the SSA tells us arrives 37 years from now, at which point the SS can still pay 75% of the benefit...on the other he makes NO attemp to argue for policies that lead to the surplus required by the fed gov to re-pay the trust fund....the latter arrives only 13 short years from now.
