ElM, it would be different from sending British criminals to Australia. Australia wasn't paid to have them. They were just sent.

I'm advocating a huge business for Brazil in outsourced prisons for Americans.

People like Martha Stewart and Enron's boss could be invited to pay for their own prison accommodation in the USA if they don't want to use the regular services provided by Brazil. That would save the cost of US prison services and the prisoners would have an incentive to contribute to their own imprisonment. Their families and friends might help pay too, but they would then expect the criminals to go straight when released.

The cost of prisons in New Zealand is high too, so I'd be in favour of outsourcing New Zealand criminals to Brazilian gaols. On the other hand, maybe China would like to have them. While there, they could learn Chinese, which would help them earn a living back in NZ when they are released having learned that work beats crime - they could act as tour guides, servants and translators for Chinese tourists.
