I think I would prefer a sales tax. Most Americans wouldn't have to deal with complex tax regulations and forms. The overall compliance costs would drop.

Unfortunately such a tax is considered "regressive", and there isn't any good way to change that. Almost all liberals and many non-liberals will be against it from the start for that reason.

Barring that possibility I'd like a really simple tax. Ideally a flat tax but you could have different tax brackets and still keep just about no deductions. Politically this is hard to get as well and even harder to keep but it probably is more achievable than a sales tax.
