Possibly, from the sound of the IBM annoucnement, but they might only be talking about the chipset working with dual-core as well as single-core Xeons. Same thing for Intel. I've seen a lot of PR recently mentioning that the chipset is compatible, but I think the socket may need to change.

Is this costly IBM chipset that delivers an 8% performance boost over 4 socket gluless Opteron's designed for the dual core Xeon's when they come out in Q1 2006 or will that take more re-designs?

That's what IBM said in their press release.

BTW, do you really think IBM would spend the money developing this capability if there was no value in it?
