Ban large trucks from peak hours-That doesn't work. With an exception for household movers, it does. You shift the city over to night time delivery. Yes, it pisses off the truckers, but it is a political choice that works. Not just freeways, you tell the tractor trailer operaters, "don't show up in our cities during the day." It makes an enormous difference in traffic flow, way out of proportion to the number of trucks. The gridlock is getting so bad, with no relief in sight, that it will happen eventually.
