You are evidently into scarcity. i.e. Do away with cruise ships, so there will be more for other people/business.

If there are both cruise ships, trains, cars, planes, as well as businesses on shore or inland, there are choices for people on how and where they spend their time.

There are options for the businesses on where they locate their business as well as the type of people they cater to.

The economic pie isn't stagnant. It can grow if people will allow it to grow, instead of putting unnecessary restrictions on business, or shutting it down altogether.
