I imagine that the opting for the private account would be irreversible but opting for no private account might not be (assuming the plan really is voluntary). That would be my assumption as well. but its more of a detail than an important strategic consideration. I agree. You would need to pin that down before the law is passed but not necessarily now. An earlier determination might settle some of the nervous nellies, though. If they know that people could bide their time and switch later once their comfort level was greater, it wouldn't be as traumatic.
