Why? If you tax them, inevitably somebody wants to tax them disproportionately. "MAKE THEM PAY FOR ALL THE MEDICAL PROBLEMS THEY CAUSE!" "MAKE THE PRICE SO HIGH NO ONE CAN AFFORD THEM!" (AKA "Create a black market.")

And once that happens, the state gets a disproportionate fraction of its revenue from them and has an interest in continuing and increasing the sales.
