There was a time, thank goodness, when the French believed in helping countries struggling to obtain freedom.

Some of us have never forgotten that we owe our liberty in part to countries willing to help when we needed help. Now that we are in the position to be helper rather than helpee, some of us feel honored to have the opportunity to respond in kind.
