He would be given an option when getting an account about going private with part of it, and I would bet that 99% would do so.
Then a checkoff, "Bonds, money market?" and a once a year opportunity to change it. It will be very restrictive.

No, he won't. No one is proposing scrapping SS. No one is that brave/foolhardy, it seems. The changes that Bush is proposing are really quite modest.
