Congress approved the operation. Unprovoked is not the issue here. Saddam had agreed to a certain regimen post Gulf War and use of force was to be one of the possible remedies if he violated the rules. Didnt Clinton use bombing too at an earlier date? Wasn't that unprovoked as well? If the UN had acted honestly they would have backed up their own resolutions on the issue by endorsing the use of force. Unprovoked doesnt fly in determining when force is used in this case.
